Quiet hours in Lake Forest, CA — also called the noise ordinance, nighttime noise rules, or residential quiet time — define the hours during which excessive noise is prohibited.
The City of Lake Forest sets a citywide nighttime noise standard rather than a simple curfew. Under Municipal Code Chapter 11.16, the entire city is 'Noise Zone 1,' and the residential exterior limit drops from 55 dBA during the day (7 a.m.-10 p.m.) to 50 dBA at night (10 p.m.-7 a.m.).
Lake Forest, in Orange County, regulates nighttime noise through its own Municipal Code Chapter 11.16 (Noise Control), originally adopted as Ordinance 171 in 2007, not through Orange County's code, which governs only unincorporated areas. Section 11.16.030 designates the entire territory of the city as 'Noise Zone 1.' Instead of a blanket 'no noise after 10 p.m.' rule, the city uses time-of-day decibel limits. Section 11.16.040 sets the residential exterior noise standard at 55 dBA from 7:00 a.m. to 10:00 p.m. and 50 dBA from 10:00 p.m. to 7:00 a.m. If the offending sound consists entirely of impact noise, simple-tone noise, speech, music, or any combination, each level is reduced by 5 dBA, so amplified music at night is judged against a stricter 45 dBA figure. A separate interior standard (Section 11.16.050) protects neighbors inside their dwellings at 55 dBA daytime and 45 dBA at night. These limits apply to whether noise crosses onto another residential property, so a late-night party, stereo, or barking dog that pushes a neighbor's property above the nighttime threshold can be cited. This differs from many cities that simply ban 'loud' noise after a set hour without measuring decibels.
Noise that exceeds the Chapter 11.16 limits is enforceable by city law enforcement. Under Lake Forest Municipal Code Sections 1.01.200-1.01.260, a violation of any provision of the code is a misdemeanor unless designated an infraction, punishable by a fine of up to $1,000 and/or up to six months in county jail; the City Attorney may choose to prosecute it as an infraction instead.
