Lawton, OK Noise Ordinances: Quiet Hours (2026)

Division 16-4-2 opens with a blanket rule in Section 16-4-2-423 barring any noise that 'unreasonably, continuously or substantially annoys, disturbs, injures or endangers the comfort, repose, health, peace or safety of others' at any hour, anywhere in the city. Section 16-4-2-424 then enumerates specific examples of that general rule, and paragraph 3 singles out street noise: yelling, shouting, hooting, whistling or singing on the public streets is called out 'particularly between the hours of 11:00 p.m. and 7:00 a.m.,' giving Lawton residents and police a defined overnight window in which that conduct is presumptively disruptive.

The same paragraph doesn't stop at the overnight hours: it also reaches yelling or singing 'at any time or place' if it disturbs people in an office, dwelling, hotel or other residence, or anyone else in the vicinity, so the 11:00 p.m. to 7:00 a.m. period is an emphasis, not the only covered time. The purpose section of the division, 16-4-2-421, ties this back to protecting 'a person's quiet enjoyment of his premises' and preserving 'the peace and quiet of the city.' Lawton Police Department officers enforce the division, and the related disturbing-the-peace statute in Section 16-4-1-401 separately criminalizes 'making of loud and/or offensive noises which unreasonably... annoy, disturb, injure or endanger the comfort, repose, health, peace or safety of others,' giving overlapping authority to cite loud nighttime street conduct under either provision.
