Summary
Volusia County bans unreasonable vehicle horns and unnecessarily loud car stereos as 'loud, disturbing and unnecessary' noise under Sec. 50-478(c)(1)-(2), enforced by the sheriff's office. A car radio audible beyond what's needed for occupants inside the vehicle is itself a violation, with quieter standards expected at night.
(1)The sounding of any horn or signaling device on any automobile or other vehicle, except as a danger warning; the creation by means of any signaling device of any unreasonably loud or harsh sound; the sounding of any signaling device for any unnecessary or unreasonable period of time; and the unreasonable use of any signaling device.(2)The using, operating or permitting to be played, used or operated, of any radio, television, tape or record player, amplifier, musical instrument or other machine or device used for the production, reproduction or emission of sound or any prolonged sounds made by people, which causes frequent or long continuous noise in such a manner as to disturb the public peace, quiet and comfort of the neighboring inhabitants or at any time with greater intensity than is necessary for convenient hearing for the persons who are in the room, vehicle or chamber in which such sound emitter is operated and who are voluntary listeners thereto. Quieter standards are expected during nighttime hours.

Full Breakdown
Section 50-478(c) lists specific acts the county has already decided qualify as unlawful 'loud, disturbing and unnecessary' noise, and two of them target vehicles directly. Subsection (c)(1) bars 'the sounding of any horn or signaling device on any automobile or other vehicle, except as a danger warning,' along with any unreasonably loud or harsh signaling sound, unnecessary or unreasonable duration of sounding, or unreasonable use generally. Subsection (c)(2) covers vehicle stereos and similar devices: it prohibits operating 'any radio, television, tape or record player, amplifier, musical instrument or other machine or device used for the production, reproduction or emission of sound' at a volume that disturbs neighboring inhabitants' peace, quiet and comfort, or that plays 'at any time with greater intensity than is necessary for convenient hearing for the persons who are in the room, vehicle or chamber in which such sound emitter is operated', meaning a stereo audible well outside the vehicle to unwilling listeners is itself the violation, independent of any decibel reading.
' Because this is a 50-478 offense rather than a 50-476 decibel violation, no sound-meter measurement is required, and the sheriff's office is the primary enforcing agency under section 50-472(d). A sworn affidavit from the complaining party is required under subsection (d) before a citation or warrant issues.
Violations & Fines
Honking a horn for anything but a danger warning, or running a vehicle stereo loud enough to disturb neighbors or exceed what's needed for occupants inside the car, violates section 50-478(c)(1)-(2). The sheriff's office enforces it, and a sworn affidavit from the complainant is required before a citation issues; nighttime volume is held to a stricter standard.
