293, or that otherwise violates that statute, as it may be amended. Section 42-81 then lists specific vehicle-related noises the city separately prohibits regardless of decibel measurement. Item (1) bars sounding a horn or other signaling device except as a danger warning, along with unnecessary, unreasonable or prolonged signaling. Item (5) prohibits discharging the exhaust of a steam engine, stationary internal combustion engine, motorboat or motor vehicle into the open air except through a muffler or other device that effectively prevents loud or explosive noise.

Item (6) separately bars operating an automobile, motorcycle or other vehicle that is so out of repair, so loaded, or operated in such a manner as to create loud and unnecessary grating, grinding, rattling or other noise. 65. None of these vehicle-noise items carry an independent fine within Section 42-81, so violations fall to the Code's general penalty in Section 1-8, and enforcement runs through the code enforcement officer or police department under Section 42-84, with isolated violations handled by citation and recurring ones referred to the special magistrate.
