Sec. 66-157 splits into two parts. Subsection (a) targets noise specifically: it is unlawful to start or accelerate any motor vehicle on the public way or on any private driveway within the city in a manner that makes a loud noise through motor exhaust or spinning tires, unless there is an apparent necessity for it. Because the section reaches private driveways as well as streets and alleys, a driver revving an engine or spinning tires in their own driveway without cause is covered, not just someone doing it on a public road.

Subsection (b) adds a companion hazardous- or negligent-driving ban covering the same public-way-or-private-driveway footprint, defining that manner of driving as operating a vehicle without due care for the safety of others, their property, the operator, or the operator's own property.
