Rochester, MN Noise Ordinances: Vehicle Noise (2026)

Section 11-1-4 sits in chapter 11-1, the general traffic chapter that opens Title 11 of the code, and it is the only vehicle-noise-specific ordinance in that chapter; the surrounding sections address unnecessary exhibition of speed evidenced by squealing tires (§ 11-1-1), motorcycle operating locations (§ 11-1-2), and bicycle ways closed to motor vehicles (§ 11-1-5). The jake-brake ban applies to any 'mechanical exhaust device designed to aid in the braking or deceleration of any vehicle,' which covers the compression-release engine brakes used on semi-trucks and other heavy vehicles slowing or descending grades; the violation turns on whether the device produces 'excessive, loud, unusual or explosive noise,' not on a decibel reading, so enforcement rests on an officer's assessment of the sound.

Rochester's traffic chapter footnotes reference the state's general traffic authority under Minn. ch. 04, and the code does not separately regulate car stereo volume or aftermarket mufflers in this chapter; those forms of vehicle noise are not addressed by § 11-1-4. Unlike the golf cart and bicycle chapters that follow it in Title 11, § 11-1-4 does not carry its own penalty subsection, and the chapter's general penalty clause at § 11-1-7 covers only chapters 11-2 through 11-5 and 11-7 through 11-9, so it does not by its own terms reach a chapter 11-1 violation like jake braking.
