City Code § 11-6-23(b) lists the exact categories of recreational and heavy vehicles subject to the one-hour limit: trucks or motorhomes over 23 feet long or eight feet wide, dump trucks, tractors, truck-tractors, trailers, boats and boat trailers, semi-trailers, and any heavy machinery, plus vehicles used for hauling uncleaned livestock or for advertising display. The one-hour clock applies wherever the vehicle sits, whether on a street, in an alley, or in a city-owned public parking lot, and it runs regardless of whether the vehicle is attached to a tow vehicle.

Subsection (a) separately bans parking any trailer or semi-trailer, attached or not, outside a designated loading zone for any purpose at all. Subsection (c) is the only overnight escape valve: the one-hour limit does not apply to overnight parking tied to emergencies, public works projects, construction projects, or civic center or community events, and only when the police department or public works department has approved that overnight stay in advance. There is no separate driveway or private-yard exemption in this section; the one-hour rule is written to cover public street, alley, and city lot parking specifically.
