Wildland Urban Interface (WUI) overlay properties face seasonal fire restrictions. CSFD declares Stage 1/2 fire bans that limit residential charcoal use.
Colorado Springs adopts the 2021 International Fire Code (IFC) with local amendments under City Code Chapter 12.4, enforced by Colorado Springs Fire Department (CSFD). IFC Β§ 308.1.4 prohibits charcoal burners, open-flame cooking devices, and LP-gas containers larger than 1 pound on combustible balconies, decks, or within 10 feet of combustible construction at multi-family residences. Exceptions apply for fully sprinklered buildings and electric devices. Single-family detached homes generally have no city restriction on backyard grilling. The 2021 International Wildland Urban Interface Code (IWUIC) applies to properties in the WUI overlay zone, covering much of west Colorado Springs, the foothills, Old North End fringes, and Black Forest interface areas. CSFD issues seasonal Fire Restrictions in Stage 1 and Stage 2 levels based on fuel moisture and weather. Stage 1 restrictions typically prohibit open burning and charcoal/wood fires but allow propane/natural gas grills with a shut-off valve. Stage 2 restrictions typically prohibit all outdoor cooking with open flames except fully enclosed and elevated propane appliances. Restrictions are published on the CSFD website and El Paso County Sheriff sites. The unincorporated WUI areas of El Paso County impose their own Sheriff-issued fire bans.
IFC Β§ 308.1.4 violations are civil offenses under City Code Β§ 12.4 with penalties up to $1,000 per day. Violating a Stage 1 or Stage 2 fire restriction is a separate municipal offense with penalties up to $2,650 plus restitution under Colorado law if the violation causes wildfire. Reckless burning that ignites wildfire can be charged criminally under C.R.S. Β§ 18-13-109.
