Section 12.20.045(E) singles out fire: starting or maintaining a fire anywhere in a park is unlawful except for barbecuing food, and that barbecuing must use either a city-installed established barbecue facility or a personal portable barbecue, and it must happen within a designated picnic area. A charcoal chimney or propane grill set up on open turf, a trailhead, or a sports field outside a picnic area does not qualify.

Whoever lights the barbecue is separately responsible for fully extinguishing live coals, embers, or fire before leaving the facility or picnic area; walking away from a still-smoldering grill is its own violation, distinct from the fire-location rule. The Rocklin Police Department and Community Development code enforcement staff patrol city parks and enforce Chapter 12.20. The Parks and Recreation director can post additional regulations under § 12.20.055 for specific parks. Violations of Chapter 12.20 draw the administrative citation schedule in § 1.14.023: $100 for a first citation, $250 for a second, and $500 for each subsequent citation within a 12-month period, capped at $100,000 per year per parcel, and a violation may instead be charged as a misdemeanor or infraction at the city attorney's discretion under § 12.20.046(C).
