East Orange, NJ Outdoor Lighting: Billboard Lighting (2026)

Billboards are a conditional use in East Orange, allowed only in the Industrial District under § 51-145.E(1), and even there they carry a dense set of standards layered around the lighting rule in § 51-145.D. That subsection requires every billboard to be shielded to prevent light from being directed at any portion of the main traveled way of the street or highway; if a sign cannot be fully shielded, it must be of low enough intensity or brilliance that it does not cause glare or impair a driver's operation of a motor vehicle, a determination the Director of Public Works makes.

The lighting rule sits alongside a flat ban on any moving, changing or flashing image by mechanical, digital or electronic means (§ 51-145.B) and a separate ban on video, digital or other electronic changing messages (§ 51-145.C), so a billboard cannot substitute a brighter digital display for static shielded lighting. Siting rules compound the lighting limits: a billboard cannot stand within the line of sight of a school, park, historic district or residential zone, or within 1,000 feet of any of those uses, or within 1,000 feet of another billboard, and a freestanding sign is capped at 40 feet in height (§ 51-145.E(2), (3), (4), (6)).

Billboards visible from state, interstate or limited-access highways also need New Jersey Department of Transportation approval under N.J.A.C. 16:41C-1.1 et seq., and every operator must comply with the state Roadside Sign Control and Outdoor Advertising Act, N.J.S.A. 27:5-5 et seq. (§ 51-145.E(10)).
