03(D), part of the standard provisions applying to every permitted sign in the city, requires that lighting for exterior illuminated signs be so arranged that it does not create a hazardous glare for pedestrians or vehicles, whether they are on a public street or on private premises. The same subsection sets a numeric ceiling: each sign must be designed so that illumination does not exceed ten candlepower at a distance of ten feet from the sign. 03(E), separately bars any artificial light used to illuminate a sign from being positioned or built in a way that reflects light onto an adjoining or nearby lot, structure or public right-of-way, and requires spotlights or floodlights used on a sign to carry proper shields or lenses that concentrate illumination on the sign face rather than scattering it onto the street or neighboring property.

03(F) goes further for any illuminated sign generally: every part of the light source must be concealed from view, with light reaching the viewer only through a reflecting or diffusing surface rather than a direct line of sight to the bulb or tube, though conforming neon tubing counted in the sign's total permanent area is exempted from that concealment rule. 02 treat a billboard, is subject to these same lighting standards because they apply to signs generally rather than being limited to one sign type.
