West Jordan, UT Outdoor Lighting: Billboard Lighting (2026)

Subsection D(13)(i) of West Jordan's billboard code sets a numeric ceiling on digital billboard brightness: illuminance cannot exceed three-tenths (0.3) foot-candle above ambient light, measured perpendicular to the sign face at a distance in feet equal to the square root of 100 times the sign's face area in square feet. For a 10-foot by 30-foot display, 300 square feet, that formula puts the measuring point at 173 feet from the sign face, meaning the light cannot exceed the 0.3 foot-candle ceiling even that close in.

Subsection D(13)(j) backs the illuminance cap with a hardware mandate: every digital billboard must carry an automatic dimmer control or similar mechanism that adjusts the sign's brightness in real time as ambient light changes, so the sign cannot be manually locked at a fixed brightness after installation. Subsection D(13)(k) adds a residential curfew: a digital billboard oriented toward and within 300 feet of a residentially zoned or occupied property may not be lit or operated between 10:00 p.m. and 7:00 a.m., with a narrow carve-out for emergency public-safety alerts such as an Amber Alert. The owner or operator has to certify compliance with the motion, dwell-time, twirl-time and illuminance standards in writing within 10 calendar days of the sign going into service, and the city can demand a retest and updated certification at any time based on a complaint, with 10 days to fix and recertify a noncompliant sign.
