6 footcandles on minor streets to 20 footcandles at gasoline pump islands, and requires the minimum at any single point to be no less than one-third of that design level. It then bounds the top end twice: the maximum average design illumination cannot exceed four times the minimum design level for the use, and, separately, maximum illumination at property lines, on the ground and above, cannot exceed one footcandle regardless of what use is generating the light. This property-line ceiling functions as Elizabeth's light-trespass limit, applying uniformly whether the light source is a parking lot, loading area, driveway entrance or building facade.

It works together with subsection (B)'s requirement that sources be shielded from view above four feet at a property line and arranged to reflect away from adjoining premises, so a site plan must satisfy both the numeric footcandle cap and the physical shielding rule to pass review. The approving authority checks these calculations as part of site plan approval before a zoning permit or certificate of occupancy issues.
