Section 25-52(e) of the Kirkwood Code of Ordinances sets both minimum and maximum illumination levels to control light trespass between properties. 5 footcandle or less at finished grade unless another standard applies. 1 footcandle or less at finished grade, the strictest trespass limit in the section, reflecting the added protection Kirkwood gives residential neighbors from commercial or multifamily lighting spillover. A separate, higher allowance of up to 42 footcandles applies only directly under canopies, such as gas station canopies, under § 25-52(e)(2)(iii). 0 footcandles for pedestrian routes, refuge areas and sidewalks, so the trespass ceiling operates alongside a floor for on-site safety lighting.

Compliance is verified through the photometric plan required under § 25-52(d)(1), which must show point-by-point footcandle readings extending at least 10 feet beyond all lot lines, and again through the as-built photometric plan required before occupancy under § 25-52(d)(10).
