§ 348-5.31(L), the Land Use and Development Regulations' performance standards, sets three rules for every property: illumination from artificial lighting can't exceed 0.5 footcandle measured beyond the property line; a spotlight or other concentrated-beam fixture must be aimed so its beam stays within the lot; and lighting used to illuminate a sign or building face can't extend past the vertical plane of that sign or wall or reflect onto a neighboring lot, street or driveway. The Zoning Officer enforces it as part of site development compliance, and a violation carries the chapter's minimum $100 first-offense fine under § 348-3.11, rising to $200 for repeat offenses, with each day of noncompliance a separate violation.
