Concord, NC Parking Rules: Abandoned Vehicles (2026)

City Code Sec. S. 160A-303, as one left in violation of a parking law, left on a public street or highway longer than seven days, left on city-owned property longer than 24 hours, or left on private property without the owner's consent longer than two hours. Sec. 30-73(a) makes it unlawful for the registered owner or person entitled to possession to cause or allow a vehicle to become abandoned, and authorizes the city's authorizing officials, the police department for public property and the code enforcement division for private property under Sec.

30-72, to order it removed. A related junked motor vehicle, defined in Sec. 30-71 as an unregistered vehicle that is partially dismantled, inoperable, or more than five years old and worth less than $500, can also be ordered removed under Sec. 30-75 once the code enforcement officer finds in writing that the aesthetic benefit of removal outweighs the burden on the owner; such vehicles are exempt from removal if fully enclosed in a garage where they cannot be seen from the street or an abutting property, or if in regular business or personal use.

Before towing, Sec. 30-76 generally requires 15 days' notice for nuisance or junked vehicles and seven days for abandoned vehicles, by certified mail or by affixing notice to the vehicle, and Sec. 30-76(c) lets the owner appeal the removal determination in writing to the chief of police, staying further action until the appeal is decided.
