Hawaiʻi County Code Sec. 20-07-01 bars leaving any wrecked or nonoperational vehicle on a public highway, public property, or another’s private property. The Department of Environmental Management’s DAV Section removes abandoned or derelict vehicles within ten feet of any public or private road. An officer affixes a notice; if the vehicle is not moved beyond a one-mile radius within 24 hours, it is classified as abandoned and subject to removal.
