No person in charge or control of any property within the City...shall allow any junk or abandoned vehicle or nuisance mobile home or modular building to remain on any private property within the City longer than 15 days...except that this article shall not apply to a vehicle on the premises of a business enterprise licensed and operated in a lawful place and manner, to repair vehicles with current license or those places where active restoration is taking place and both activities are taking place within a closed building.

Section 518.202(6) separately declares junk or abandoned vehicles a public nuisance when they threaten public safety, blight the neighborhood, or attract rodents or vermin. Licensed auto repair shops and active restoration projects inside a closed building are exempt. The Chief (Municipal Code Compliance Division) posts notice on the property; vehicles left past the deadline are removed by private contract to an authorized storage location under § 518.207.
