Leominster, MA Parking Rules: Abandoned Vehicles (2026)

Section 13-91(a) makes it unlawful to abandon any vehicle, or to leave one under circumstances that reasonably make it appear abandoned, on any city street or highway, and separately bars leaving a partially dismantled, nonoperating, wrecked or junked vehicle there at all. Section 13-91(b) covers private property: an owner, tenant, occupant or lessee cannot let such a vehicle sit on any parcel for more than thirty days after the office of the building inspector delivers written notice in hand or by registered mail. The section exempts a vehicle kept in an enclosed building, one on a lawfully operating business's premises when necessary to that business, and one held in a storage place the city itself lawfully maintains.

A related provision, Section 13-91A, caps most parcels at one unregistered motor vehicle, assembled or disassembled, unless the owner holds a Massachusetts General Laws Chapter 140, Section 59 dealer or junk license; contiguous commonly owned lots count as a single parcel. A parcel may keep one additional unregistered vehicle, but only for up to thirty total days in a calendar year. Violations of Section 13-91A carry a fifty-dollar fine for a first offense and one hundred dollars for each later offense, with every day a violation continues counted as a separate offense, enforceable by either a Leominster police officer or the building inspector.

Once a vehicle is found in violation of the abandonment article, Section 13-92 lets the chief of police, or a designated officer, remove and impound it after notice from the building inspector or superintendent of streets, holding it until it is lawfully claimed or disposed of under Massachusetts General Laws Chapter 135.
