Leominster, MA Parking Rules: Commercial & Oversized Vehicles (2026)

Adopted April 9, 2007, Section 13-86 excludes heavy commercial vehicles, defined by a carrying capacity over two and one-half tons, from two residential connector segments: Harvard Street between Stagecoach Road and Orchard Hill Park Drive, and Stagecoach Road between Harvard Street and Prospect Street. The exclusion is not citywide; it names only those segments, and the ordinance requires that sufficient standard signs be erected before the restriction can be enforced there, so a truck cannot be cited on a segment the city has not posted.

The section carves out three exemptions. A heavy commercial vehicle may still use the excluded streets when making a delivery of goods, materials or merchandise to, or a collection from, abutting land or buildings, or from adjoining streets where access cannot otherwise be gained. It may also use the streets when engaged in construction, maintenance or repair of the streets themselves or of public utilities located in them. Federal, state, municipal and public service corporation-owned vehicles are exempt outright.

Leominster's Chapter 13 traffic ordinances do not attach a stand-alone fine to Section 13-86, so enforcement falls back to the chapter's general penalty at Section 13-17, which caps a conviction for violating any Chapter 13 provision, absent a more specific fine, at thirty-five dollars. The police department, which Chapter 13 designates to enforce its traffic provisions, issues citations for trucks found on the posted segments outside the delivery, utility or government exemptions.
