Rock Hill, SC Parking Rules: Abandoned Vehicles (2026)

South Carolina's abandoned-vehicle framework runs through SC Code §56-5-5630 et seq., which sets the statewide tow, notice and disposal process. When an abandoned vehicle is taken into custody, the towing company and storage facility must notify the last known registered owner and all lienholders by registered or certified mail, return receipt requested. If the registered owner cannot be determined or the registration has no address, notice by one publication in a newspaper of general circulation in the area where the vehicle was abandoned is sufficient. Unclaimed vehicles are sold and proceeds disposed of under SC Code §56-5-5640. Rock Hill layers its local administration on top through Chapter 18, Article II (Abandoned and Derelict Vehicles) of the Code, with related code-enforcement powers in Chapter 18, Article VI (Accidents) Section 18-272 (Accidents in Driveways and Parking). The Rock Hill Neighborhood Inspections program implements a graduated enforcement workflow for inoperable, wrecked or unregistered vehicles on private property: an environmental inspector issues a notice to the owner or tenant of record allowing 15 days to correct the violation, then a 10-day re-inspection notice if uncorrected, before fines or tow. The City prefers tow-by-request resolution rather than fines, but continuing violations can be cited at up to $250 per day with each day a separate offense.
