Dubuque, IA Parking Rules: Commercial & Oversized Vehicles (2026)

Section 9-14-321.609 lets the City post signs restricting truck and trailer parking on specific streets; once posted, it is unlawful for the operator of a truck or trailer to stop, stand, or park there. The only street currently designated under this section is Hawthorne Street north side, from the railroad tracks to a point forty feet east of Kerper Boulevard, near the Port of Dubuque industrial corridor. The adjoining Section 9-14-321.608 imposes the same kind of ban specifically on semitrailers, covering Cross Hill Drive, Flint Hill Drive, and the east side of Harrison Street from Railroad Avenue to its northerly terminus.

Both restrictions depend on posted signs or markings; without a sign in place, the general parking rules of Section 9-14-321.600 still apply, including the citywide bar on blocking a driveway or leaving less than ten feet of roadway open. City crews add streets to either restricted list through ordinance amendment as truck traffic patterns change. Because Dubuque does not maintain a chapter-wide oversized-vehicle parking ban for residential streets beyond these two designated-street provisions, a truck or trailer without a specific posted restriction is otherwise subject only to the general parking prohibitions in Division 1 of this chapter, enforced by the Dubuque Police Department.
