Dubuque, IA Parking Rules: Street Parking Limits (2026)

Under Section 9-14-321.600, no one may stop, stand, or park except to avoid a traffic conflict or by a police officer's direction, in fifteen listed situations that apply on every Dubuque street regardless of signage. Blocking a public or private driveway is prohibited outright, as is parking within an intersection, within five feet of either side of a fire hydrant, within ten feet of a stop sign or flashing beacon outside the metered district, within fifty feet of a railroad crossing unless parked parallel and unlit, and within ten feet of any marked or unmarked crosswalk outside the metered district.

The code also bars parking opposite a garage or driveway if it would leave less than twenty feet of roadway width, and parking on any street or alley that would leave less than ten feet of roadway open for traffic, except when following a police officer's direction or a traffic signal. Parking on the roadway side of another parked vehicle, alongside a street excavation that would obstruct traffic, on a sidewalk, or under a fire escape in an alley is likewise banned. Police enforce these rules citywide; a violation carries the chapter's general parking fine of fifteen dollars if paid within 30 days or twenty dollars after, per Section 9-14-321.621, while parking within five feet of a fire hydrant carries its own fifty dollar fine under that same section.
