Dubuque, IA Parking Rules: Snow Removal Parking Rules (2026)

Under Section 9-14-321.682(B), the City Manager may declare snow route restricted parking whenever three inches or more of snow accumulates. The declaration is announced through local press, radio, and television and takes effect no less than six hours after that announcement. Once in force, it is unlawful to park on any street designated as a snow route, a long list including Asbury Road, Kaufmann Avenue, University Avenue, Loras Boulevard, and dozens of other named streets, between noon and 5:00 p.m. on the odd-numbered side on odd-numbered calendar days and the even-numbered side on even days; a few streets carry an overnight 1:00 a.m. to 6:00 a.m. window instead.

These snow-route restrictions override any other posted parking rule on that street for the length of the declaration, and the City Manager lifts them, again through the media, once plowing is complete. Separately, Section 9-14-321.627 establishes a year-round alternate side street parking district on named downtown streets such as Bluff Street, Locust Street, and Main Street, adopted specifically to allow street sweeping and snow and ice removal; the City Manager sets its posted hours by petition. Beyond declared emergencies, Section 9-14-321.681 also makes it unlawful, at all times, to park in a manner that interferes with plowing or snow removal on any city street.

Vehicles that block plowing under either section may be towed immediately by the police department to a storage location, with only a reasonable effort made to notify the registered owner first, under Section 9-14-321.685.
