Section 72.03 of the Port St. Lucie Code makes it unlawful to park a commercial vehicle, bus, or heavy equipment in any residential zone or on streets abutting residentially zoned lots. Pickups and vans may only stop in residential zones for up to one hour between 7 a.m. and 8 p.m.
Under Section 72.03, a commercial vehicle is any vehicle designed or used primarily to carry goods with a gross vehicle weight of 10,000 pounds or more, that can carry more than ten passengers, or that hauls hazardous materials; lighter vehicles still count as commercial if they are dump trucks, tow trucks, flat/stake beds, trailer-haulers, step vans, chemical tankers, or any pickup or van openly storing equipment, materials, or supplies. Subsection (b) declares it unlawful to park any such commercial vehicle, bus, or heavy equipment in a residential zone or on abutting streets. Exceptions in subsection (c) cover active construction with a valid permit, vehicles making deliveries or providing service, disabled vehicles (removable within 24 hours), vehicles fully enclosed in a garage, on-call government service vehicles in a driveway, and pickups/vans that may park in residential zones for up to one hour between 7 a.m. and 8 p.m. The provision exists primarily to protect residential zoning and yields to any more stringent state or local regulation.
Section 72.99(b) sets escalating fines specifically for Section 72.03 violations: $100 for a first offense, $150 for a second offense, and $250 for a third and subsequent offense, plus a $10 school-crossing-guard surcharge.
