Full Breakdown
Section 118-136 works in three steps. First, the definition: a vehicle, trailer or combination that has a weight of more than 10,000 pounds, a length of greater than 30 feet, an enclosed area with a height of more than eight feet from the roadway, or a width that, parked under W.S.A. § 346.54, encroaches on the normal traveled way. Meeting any one criterion is enough. Second, the restriction: no large vehicle can be stopped or parked on any street in the city other than a truck route, or on any street within a residential district.
Third, the exceptions, which apply when a W.S.A. § 346.50 exception is applicable; when the vehicle is actively loading or unloading, or parked to obtain orders for supplies or to move or deliver supplies to or from a place of business or residence, provided the vehicle and load do not exceed the limits of W.S.A. §§ 348.15 through 348.22; when it is a construction vehicle directly engaged in construction work; when it is necessary for on-call service in responding to police and fire emergencies; or when it is a recreational vehicle parked or stored in compliance with all other applicable statutes and ordinances.
A companion rule, § 118-132, bars using a truck, truck tractor, truck trailer, bus or portion of one as an office, mercantile, residential or storage space in a residential, office or commercial district, except for a vehicle owned by or operated exclusively for a charitable organization and used for charitable purposes, or one owned by a construction contractor at a site where the contractor is building. The section does not list the residential districts by name.
Violations & Fines
Parking a large vehicle on a barred street draws a notice of parking violation from the Sheboygan Police Department. Section 118-135(b) prints $25.00 for parking, stopping and standing violations adopted by the article other than those in subsections (a) and (c). Unpaid tickets add $10.00 at ten days and another $10.00 at 21 days, and registration suspension follows at 31 days under § 118-133. Officers can move the vehicle under § 118-49.
