Full Breakdown
Section 118-137 was adopted by Ord. No. 24-13-14 on October 7, 2013 and was redesignated from § 118-136 because that number was already taken by the large vehicle rule. It defines a trailer as a vehicle without motive power designed for carrying property or passengers wholly on its own structure and for being drawn by a motor vehicle, and it excludes a mobile home. The section does not define a boat. The restriction reaches only vehicles parked on a street: no trailer or boat can be parked on a street within the city between the hours of 11:00 p.m. and 5:00 a.m.
Five exceptions apply. The first is a trailer, or the motor vehicle it is attached to, that becomes disabled on the highway so that stopping or temporarily leaving it is impossible to avoid. The second is a stop necessary to avoid conflict with other traffic or to comply with traffic regulations or the directions of a traffic officer. The third is active loading or unloading. The fourth is a trailer legally attached to a registered and operable motor vehicle, provided both comply with all other parking provisions, including the 24-hour limit in § 118-127.
The fifth is a waiver obtained from the police department, which gives no more than a total of six waivers to people living at a given address in one calendar year. Recreational vehicles are separately excepted from the large vehicle ban in § 118-136(c)(5) if parked or stored in compliance with all other applicable statutes and ordinances. Yard and driveway storage is outside this section text, and zoning standards are not covered here.
Violations & Fines
A trailer or boat left on a Sheboygan street between 11:00 p.m. and 5:00 a.m. without an exception or waiver draws a notice of parking violation from the police department. Section 118-135(b) prints $25.00 for parking, stopping and standing violations adopted by the article other than those in subsections (a) and (c), and § 118-49 lets an officer move the unit, with the owner paying towing, $15.00 administrative costs and $7.00 per day storage.
