Summary
From December 1 through April 30, Sheboygan bars parking between 12:00 midnight and 6:00 a.m. on the even-numbered (west and north) side of the street on odd-numbered days and on the odd-numbered (east and south) side on even-numbered days (§ 118-242). A snow emergency proclaimed under § 42-104 replaces that rule and closes snow emergency routes to parking.
(a) During the winter season, between the hours of 12:00 midnight and 6:00 a.m., no owner or operator of any vehicle shall park or permit the vehicle to be parked: (1) On the even-numbered sides of the street (west and north sides) on odd-numbered days of the month, except that parking shall be permitted on the even-numbered side when the odd-numbered side is posted no parking. (2) On the odd-numbered sides of the street (east and south sides) on even-numbered days of the month, except that parking shall be permitted on the odd-numbered side when the even-numbered is posted no parking. (b) Notwithstanding subsection (a) of this section, all posted no parking restrictions shall remain in effect. ... (c) Whenever the common council or mayor or acting mayor proclaims a snow emergency in accordance with section 42-104 , the parking restrictions enumerated therein shall supersede this section and be in effect. Immediately upon termination of the snow emergency, the winter season parking restrictions shall become effective.
Full Breakdown
The winter season is defined in § 118-241 as the period from December 1 through April 30 of the next calendar year. During it, § 118-242(a) forbids parking from 12:00 midnight to 6:00 a.m. on the even-numbered sides of the street (west and north) on odd-numbered days of the month, and on the odd-numbered sides (east and south) on even-numbered days. Parking is permitted on the restricted side when the opposite side is posted no parking. All posted no parking restrictions stay in effect, and the rule does not apply to vehicles legally parked in a parkway where official signs, markers or meters indicate parking.
When the common council, mayor or acting mayor proclaims a snow emergency, § 42-104 takes over. All one-side-only no parking restrictions are suspended on all streets, and parking is completely prohibited on designated snow emergency routes, boulevards, cul-de-sacs and dead ends for the period of the emergency. Elsewhere, between 12:00 midnight and 6:00 a.m., vehicles park only on the even side (west and north) on even days and the odd side (east and south) on odd days, and must still comply with all other parking regulations as to place and time.
The section also lets the council or mayor close public streets, thoroughfares or parking areas to motor vehicles and pedestrians. Section 42-104 refers to designated snow emergency routes without naming the streets. Immediately upon termination of the emergency, the winter season restrictions become effective again, and § 118-218(b) lets the city temporarily suspend residential parking permits for snow removal.
Violations & Fines
Violations draw a notice of parking violation from the Sheboygan Police Department, and § 118-135(b) prints $25.00 for parking, stopping and standing violations adopted by Article IV other than those in subsections (a) and (c). Section 118-49 allows an officer to move a vehicle that stands in violation, with the owner paying towing, $15.00 administrative costs and $7.00 per day storage. Tickets unpaid after ten and 21 days add $10.00 fees each.
