San Bernardino County Development Code Section 83.11.100 directly regulates parking of commercial vehicles (truck tractors, trucks and trailers over 10,000 lbs GVWR) in residential zones. Such vehicles generally must be parked off the street, behind the front setback, and meet acreage and setback thresholds that vary by region.
Commercial vehicle parking in residential areas is one of the most detailed parking rules in the unincorporated County. Development Code Section 83.11.100 applies to the Single Residential (RS), Multiple Residential (RM), Rural Living (RL) and Special Development (SD) districts. It addresses commercial truck tractors, motor trucks, semi-trailers or combinations exceeding a manufacturer's gross vehicle weight rating of 10,000 pounds. Under Section 83.11.100(c), an owner-operator may park such a vehicle at their residence only if the owner/operator lives on the parcel, the vehicle is parked off the street and behind the front setback, the engine is not idled more than 10 minutes, no outdoor storage of equipment is allowed, and certain maintenance (welding, steam-cleaning, degreasing) is prohibited on-site. Acreage thresholds apply: in the Valley Region one truck tractor with trailer is allowed on a parcel of at least one acre; in the Desert Region one is allowed on a half-acre, scaling up to three on larger parcels. Parked vehicles must sit at least five feet from interior property lines, 15 feet from rights-of-way, and 70 feet from a neighboring dwelling. In the Mountain Region, commercial vehicle parking in residential areas is generally not allowed except for limited service and snow-removal uses. On-street commercial-vehicle parking is further governed by County Code Sections 52.0125 (Weight Limitations) and 52.0128.
Parking a commercial vehicle over 10,000 lbs GVWR in a residential zone in excess of what Section 83.11.100 permits-such as exceeding acreage limits, parking in the front setback, idling beyond 10 minutes, performing prohibited on-site maintenance, or parking in the Mountain Region-can be cited by Land Use Services Code Enforcement. On-street violations are enforced under County Code Title 5 weight and commercial-vehicle restrictions and the Vehicle Code.
