Hesperia regulates commercial vehicle parking through Title 16, Chapter 16.20 (residential and non-residential parking standards) and Title 10, Chapter 10.25 (truck route program). Per HMC §10.25.050, all streets in Hesperia other than designated through truck routes are restricted streets; the City Manager designates through truck routes with signage at City entrances. Permitted operators must take the shortest route from a Hesperia-adopted truck route to their residence/destination, with allowance to deviate by direct route for pickups, deliveries, or construction/repair. Statewide, Cal. Veh. Code §22507.5 also authorizes the City to restrict on-street commercial-vehicle parking.
Parking a 26,000+ lb GVWR commercial vehicle on residential/agricultural property without a current permit violates Ch. 16.20 and is enforceable under HMC Title 1, Ch. 1.12 (administrative citations, abatement). Operating off the designated through truck route violates HMC §10.25.050 and is enforceable as a traffic violation. On-street violations under Cal. Veh. Code §22507.5 are infractions; CVC §22651(k) permits towing after 72 hours.
