In the County of Hawaiʻi, only the county and state may place official curb markings that prohibit or restrict parking. Residents may not paint curbs or post their own signs; obeying official signs and markings is required by state and county law.
State statute HRS 291C-111(b) provides that the counties and the transportation director shall place signs or curb markings that clearly prohibit or restrict stopping, standing, or parking, and that no person shall park in violation of those official markings. In Hawaiʻi County, HCC Sec. 24-190(b) directs the Department of Public Works to indicate prohibited-parking areas by signs or by markings painted upon the curbing. Only these official markings are valid—private curb painting has no legal effect and unofficial markings are not enforceable.
