Kings County controls curb markings through Code Article II of Chapter 23. Section 23-34 authorizes the Board of Supervisors, by order, to provide parking regulations on county streets, roads, alleys, and lanes (and county-owned property) and to have those roads marked. Section 23-35 sets the curb-color legend that defines what each color means in the unincorporated area: red indicates no stopping, standing, or parking, whether the vehicle is attended or unattended; yellow indicates stopping only to load or unload passengers or freight, for a maximum of 30 minutes; white indicates stopping only to load or unload passengers, for a maximum of 10 minutes; and green indicates time-limited parking for a maximum of 10 minutes. Because these colors carry legal meaning, residents and businesses cannot paint or alter curb markings on their own; only the County may establish official curb markings under sections 23-34 and 23-35. Where there is no curb, the regulation is instead stated on posted signs (sec. 23-36), and a restriction does not take effect until the markings or signs are actually placed (sec. 23-45). This makes Kings County's curb-color scheme consistent with statewide curb-color conventions, but the legend and the 30-minute and 10-minute time limits are set locally in section 23-35.
Parking contrary to an official curb color (e.g., stopping at a red curb or overstaying a yellow/white loading limit) is enforceable where the curb is marked. Painting or altering curb markings without County authority is improper, since only the Board sets official markings (secs. 23-34, 23-35). County code violations carry $100/$200/$500 administrative fines within a year (Code sec. 1A-3).
