Leander also adopts state penal traffic law for city streets (Sec. 12.01.001), so the prohibited stopping locations in Texas Transportation Code 545.302 (including where official signs or markings prohibit parking) apply. A resident who wants a curb marked for no-parking on safety grounds should request it through the city rather than painting it.
Parking beyond or outside an official white parking-zone line violates Sec. 12.04.003. Disregarding city-installed curb or pavement markings or signs that prohibit parking is enforceable under the city code and adopted state law (Transp. Code 545.302). Unauthorized, resident-painted curb markings are not official traffic-control devices and carry no enforceable parking restriction.
