Full Breakdown
Article 8.05 of the Code of Ordinances adopts Texas Transportation Code ch. 683 by reference and defines 'abandoned motor vehicle' in Sec. 8.05.002: inoperative and over five years old, left unattended on public property more than 48 hours; illegally on public property more than 48 hours; on private property without the owner's consent more than 48 hours; or on a county, state, or federal highway right-of-way more than 48 hours. A separately defined 'junked vehicle' -- unregistered or uninspected and wrecked, dismantled, or inoperable -- becomes a declared nuisance after 72 hours on public property or 30 days on private property. Police may take custody, notify owners, and auction unclaimed vehicles.
Violations & Fines
Violating Article 8.05 is a misdemeanor punishable under the Code's general penalty section, Sec. 1.01.009; the police department, with code enforcement, may tow, store, and eventually auction a vehicle that isn't reclaimed after notice.
