Leander regulates on-street parking through its own code and adopted state law. Under Sec. 12.04.009, on all streets except Main Street and Grand Avenue in the business district, where there is a curb, vehicles must park on a line with the curbline with the front and rear wheels next to the curb and not more than 12 inches from the curb; parking on Main Street and Grand Avenue in the business district is at a 45-degree angle to the curb. Section 12.04.003 bars parking beyond a white line painted by the police department to limit a parking zone, and Sec. 12.04.001 prohibits double parking. Because Sec. 12.01.001 adopts the state's penal traffic regulations for city streets, Texas Transportation Code Section 545.302 also governs: a driver may not stop, stand, or park on a sidewalk, in an intersection, on a crosswalk, or where signs prohibit it, and may not stand or park within 15 feet of a fire hydrant, within 20 feet of a crosswalk at an intersection, or within 30 feet on the approach to a stop sign, yield sign, or traffic signal. Leander's own Sec. 12.04.004 sets a tighter local rule of no parking within five feet of a fire plug. General code violations without a specific penalty are punishable under Sec. 12.01.003 by a fine up to $100.
