Leander Code Sec. 12.04.007 bars leaving a vehicle standing at the curb in bus stops, in police-designated loading/unloading zones, or in any other no-parking zone. Backing to the curb is allowed only while actually loading or unloading and no longer (Sec. 12.04.006). Stopping to load or unload passengers is permitted briefly.
Leander treats loading and unloading as a limited, actively-engaged activity rather than a parking right. Under Section 12.04.007, no vehicle may be left standing at the curb in places the chief of police designates where motor buses stop to take on or discharge passengers, nor in zones the police designate for loading or unloading merchandise, nor within any other zone where parking is prohibited. Section 12.04.006 provides that no vehicle may remain backed up to the curb except while actually loading or unloading, and in no case longer than the loading or unloading requires. Section 12.04.008 allows vehicles to stop to load or unload passengers as quickly as possible but otherwise prohibits standing side-by-side or double parking. Large vehicles get a narrow carve-out elsewhere: Sec. 12.04.010, which otherwise bans heavy vehicles and trailers from public ways, does not apply while a vehicle is stopped to make pickups or deliveries or to deliver materials or goods used at that location. Because specific loading-zone locations and any posted time limits are designated by the police department and marked by signage or curb markings, drivers should follow the posted sign at each zone in addition to these code rules. A general violation without a specific penalty is punishable under Sec. 12.01.003 by a fine up to $100.
Leaving a vehicle standing in a designated bus stop or loading zone when not actively loading/unloading violates Sec. 12.04.007. Remaining backed to the curb longer than loading requires violates Sec. 12.04.006. Standing two vehicles side-by-side or double parking violates Sec. 12.04.008/12.04.001. These can be cited and the vehicle may be towed.
