Leander Code Sec. 12.04.010 prohibits parking or leaving standing on any public street, right-of-way, or alley any bus, truck, tractor, semi-tractor, or other vehicle rated 10,000 pounds GVWR or more, plus any trailer. Pickups and deliveries are exempt. State law (Transp. Code 545.307) adds an overnight ban on commercial trucks near homes.
Large commercial vehicles are directly addressed in Leander's code. Under Section 12.04.010, it is a violation to park or leave standing on any public street right-of-way, public street, or alleyway any mobile home, recreational vehicle, bus, truck, tractor, semi-tractor, or any other vehicle having a manufacturer's gross vehicle rating of 10,000 pounds or more, and separately to park any mounted or unmounted trailer there. The prohibition does not apply when the vehicle is stopped to make pickups or deliveries, or to deliver materials or goods to be used at the delivery location. The same rule extends to private parking lots where a 'No Parking' notice is posted and the owner has not consented. Each violation is a declared nuisance carrying a fine of $50 to $500 with a separate offense each day, and the city attorney may pursue an injunction. On top of the city ordinance, Texas Transportation Code Section 545.307 prohibits parking a commercial motor vehicle overnight (between 10 p.m. and 6 a.m.) in or adjacent to a residential subdivision, except while actively delivering goods or services, and that statute expressly states it does not limit a municipality's power to regulate commercial-vehicle parking. Leander also generally adopts state penal traffic law for city streets under Sec. 12.01.001.
