Los Banos, CA Parking Rules: Curb Color Rules (2026)

Los Banos Municipal Code Section 4-5.10 makes it unlawful for anyone except the City Council or the Traffic Safety Committee to place a sign, marking, or paint on a City curb, sidewalk, or street. That reaches homeowners who hand-paint a curb red to discourage parking in front of a driveway just as much as it reaches a business posting its own no-parking sign; only the Council or the Committee can authorize a curb marking, and Section 4-5.13 separately makes it unlawful to remove, obliterate, or conceal a lawfully placed curb marking.

Once the City does mark a curb, Section 4-5.19 fixes what each color means. A red curb bars stopping, standing, or parking outright, with the single exception that a bus may stop in a red zone signed as a bus zone. A yellow curb is a loading zone from 7:00 a.m. to 6:00 p.m. every day except Sundays and holidays: passengers get three minutes, freight and materials get twenty. A white curb is reserved for passenger loading or dropping mail at an adjacent mailbox, capped at three minutes, and applies around the clock.

A green curb caps any stop at twenty-four minutes unless a sign posts a different limit, also around the clock. A blue curb is reserved exclusively for vehicles displaying a disabled placard or plate under California Vehicle Code Sections 22511.5 and 22511.9. The Chief of Police enforces Chapter 5 of Title 4 under Section 4-5.04, and the Traffic Safety Committee, made up of representatives from Public Services, Public Works, Community Development/Planning, Police, Fire, and the Planning Commission, controls where new curb markings go, with denials appealable to the City Council under Section 4-5.08.
