The director of public works is authorized, subject to the provisions and limitations of this chapter and as he finds the public safety and convenience requires, to place, and when required herein shall place, the following curb markings to indicate stopping, standing or parking regulations and those markings shall have the meaning herein set forth. 1. Red means no stopping, standing or parking at anytime except as permitted by the Vehicle Code and except that a bus may stop in a red zone marked or signed as a bus zone. 2. Yellow indicates a loading zone for freight or passengers. 3. White indicates a passenger loading zone or a postal mail zone. 4. Green means no standing or parking for longer than twenty-four minutes at anytime between nine a.m. and six p.m. of any day except Sundays or holidays. 5. Blue indicates parking limited exclusively to the vehicles of disabled persons and disabled veterans. No person, other than the director of public works, shall paint any curb surface unless granted permission to do so by the director of public works.
