Frederick County, VA Parking Rules: Driveway Rules (2026)

06(D), inside Article VIII's off-street parking standards, requires that parking lots in every zoning district except the EM, Extractive Manufacturing District, be paved with concrete, bituminous concrete or a similar material that leaves a durable, dust-free and gravel-free hard surface. Parcels outside the county's Sewer and Water Service Area can ask the Zoning Administrator to approve another hard-surface material if the Site Plan shows effective stormwater management, while parcels inside that service area can get alternative materials such as permeable paving approved by the Zoning Administrator and the Director of Public Works.

Two narrower exceptions exist: in the RA, Rural Areas District, a parking lot with 10 or fewer spaces may use plain gravel, and reinforced-grass systems or similar suitable materials are allowed for overflow parking areas and low-volume accessways serving agricultural uses in RA and any use countywide, so long as the travel aisles and parking bays stay clearly defined and the Zoning Administrator and Director of Public Works sign off. 06 requires concrete curbing at least six inches high around parking lot perimeters, a minimum 10-foot setback from any street right-of-way, driveway entrances at least 20 feet wide for two-way traffic or 12 feet for one-way traffic, and bars any design that forces a car to back out of a space directly onto a public road.
