The section finds that the accumulation and storage of abandoned, wrecked, dismantled, or inoperative vehicles, or parts of them, creates a condition tending to reduce the value of private property and to promote blight and deterioration. On that basis it declares the presence of such a vehicle or part to be a public nuisance which may be abated as such.

Several details in that wording matter to a Santa Cruz resident. The conditions are listed separately, so a car does not have to be abandoned to qualify. A vehicle that is simply inoperative is covered, and so is a dismantled or wrecked one. The section also reaches "parts thereof," which means loose vehicle parts kept in a yard can be a nuisance without a whole car present. It applies to private or public property, "not including highways." And the declaration is qualified by the phrase "except as expressly hereinafter permitted," which signals that the chapter carves out exceptions.

In practice, inoperable, dismantled, or abandoned vehicles stored on private property and visible from a street or other public property are the ones treated as nuisances. Vehicles fully enclosed in a building, or kept in properly registered storage, are exempt. A nuisance vehicle may be abated through notice, a hearing, and removal.
