It defines 'Improved Surface' as bituminous paving over a base course, Portland cement concrete, brick, or block designed for the use, laid over a sand base, an oiled base course, or crushed rock, that gives a stable, hard-driving surface resisting rutting, resisting erosion, and not producing blowing dirt, dust, or mud.
