, lets the Mayor, or in the Mayor's absence the President of the Common Council or the Director of Public Works, declare a snow emergency during or immediately after a severe snowstorm whenever traffic becomes congested and emergency vehicles or snow removal equipment cannot get through. The emergency stays in effect as long as traffic remains congested or removal equipment remains impeded. City officials publicize the declaration through the press, radio or other public means, and may direct police officers and snow removal crews to notify residents directly.

Once declared, no person may park a vehicle on a street or alley during the emergency, or immediately afterward, until that street or alley has been cleared of snow. The Director of Public Works and any supervised employee can remove a vehicle that interferes with snow removal equipment or emergency vehicles, and the cost of that removal can be charged directly to the vehicle's owner or operator; removal can be handled by City crews or contracted out to a garage or towing service. 04(6) independently states that overnight parking is not permitted on city streets during snow emergencies regardless of whether a vehicle carries a valid permit.
