Stations and their equipment sit no closer than 10 feet to a front lot line. Each charging space counts toward one required parking space for zoning compliance. If the overall parking count falls below the required stalls, a parking study is reviewed by the Administrative Officer or designee for administrative approval.
Subsection E, amended 7-12-2021 by Ord. No. 21-17 and 12-13-2021 by Ord. No. 21-34, makes charging mandatory for new developments. Commercial development provides make-ready stalls by stall count: one for 0 to 50 stalls, two for 51 to 75, three for 76 to 100, four for 101 to 150, and 4% for 151 stalls and above, with 5% of those ADA compliant. Charging stations must be installed before a final certificate of occupancy is issued, and a retailer with 25 or fewer off-street parking spaces is not required to provide one. Multifamily development with five or more units provides 15% of proposed spaces as make-ready, installs equipment in 1/3 of those spaces at initial construction, and installs the rest within six years of the certificate of occupancy. Five percent of make-ready spaces must be ADA compliant.
Two other chapters touch charging. Section 209-17.5, added 12-14-2020 by Ord. No. 20-24, makes it unlawful to park in a designated charging stall unless the vehicle is connected for charging, bars anyone from blocking access to those stalls, and requires a sign at least 17 inches by 22 inches stating a $100 fine. For Township-owned stalls, § 209-16(I) sets $1.50 per hour for the first three hours and $3 per hour after that, amendable by resolution. The electrical fee schedule in the Uniform Construction Code chapter lists $95 for an at-home EV charger.

A vehicle left in a designated charging stall without being connected for charging draws the $100 fine printed on the required sign.
