Full Breakdown
Home installation of a 240V Level 2 EV charger requires an electrical permit from Planning and Development Review, typically around 75 dollars for residential. Larger commercial DCFC installations require site plan approval and may need a Dominion Energy load study. Virginia Code 55.1-1823.1 prohibits HOAs from unreasonably restricting EV charger installation in condo and townhome communities. Richmond is expanding public charging under the VW settlement funds and Virginia Clean Energy and Community Flood Preparedness Act investments.
