Richmond, VA Parking Rules: Loading Zones (2026)

Richmond City Code § 27-214 prohibits stopping, standing or parking a vehicle for any purpose or length of time longer than 30 minutes in a place properly marked as a curb loading zone, unless the vehicle is expeditiously unloading, delivering, picking up or loading materials, and only during the hours the zone's posted restrictions are in effect. Outside those posted hours, the loading-zone limit does not apply. Section 27-215 layers on a narrower rule for passenger vehicles: a driver may stop temporarily in a curb loading zone only to load or unload passengers or bundles, and only while that stop does not interfere with a delivery vehicle that is waiting to enter or about to enter the same space, so a commercial delivery truck has priority over a passenger drop-off.

Enforcement authority for both sections rests with the Chief of Police, who may appoint additional personnel beyond regular police officers to enforce Sections 27-197, 27-208, 27-209 and 27-214 through 27-216 under Section 27-195, and uniformed contract personnel serving the City may also issue a summons or parking ticket for violations under that same section. Both provisions trace to Code 1993 § 28-218 and § 28-219 and were renumbered through the 2004, 2015 and 2020 code revisions without substantive change to the operative language.
