Arizona Statute 33-1818 prevents HOAs from prohibiting installation of EV charging equipment on homeowner property including driveways and garages. The City of Surprise requires an electrical permit for Level 2 (240V) charger installation. Standard 120V outlet charging (Level 1) typically does not require a permit. All Level 2 installations must be performed by a licensed electrician and inspected by the city. Running charging cables across sidewalks or public right-of-way is not permitted. Surprise has installed public EV charging stations at city facilities as part of its sustainability initiatives.
