On the Big Island, marked freight loading zones may be used only while actively loading, for no more than 30 minutes, and only between 8:00 a.m. and 4:00 p.m. except Sundays and holidays. Passenger loading zones are limited to three minutes.
HCC Sec. 24-209 restricts freight curb loading zones to expeditious unloading, delivery, pickup, or loading of materials, capping each stop at 30 minutes. Sec. 24-210 limits freight-zone hours to 8:00 a.m.–4:00 p.m., excluding Sundays and public holidays; outside those hours vehicles may otherwise park there. Passenger curb loading and unloading zones (Sec. 24-208) allow stops only up to three minutes, and “active” loading zones (Sec. 24-212.1) up to fifteen minutes. Zones apply where signs or markings are erected.
Overstaying or misusing a loading zone is a traffic infraction; general Chapter 24 fine up to $100 first offense, rising to $200 and $500 for repeats (Sec. 24-16).
