Burlington, NC Parking Rules: Loading Zones (2026)

Burlington City Code Section 36-1 defines a commercial loading zone as a place and portion of the city streets adjacent to the curb reserved for the exclusive use of vehicles during and only for the loading and unloading of materials and commercial freight. Section 36-139.1 puts teeth on that definition: no person may stop, stand or park a vehicle in a marked commercial loading zone for any purpose other than expeditious loading, unloading and delivery or pickup of materials and commercial freight, and only between 8:00 a.m. and 6:00 p.m.

Even a legitimate loading stop cannot exceed thirty minutes. Outside those hours, or for any purpose besides freight handling, the space functions as an ordinary curb space subject to the rest of Chapter 36's parking rules. Enforcement follows the chapter-wide procedure in Sections 36-165 through 36-168: an officer or designated city employee attaches a notice of violation to the vehicle, and because Section 36-168 treats every parking violation in Chapter 36 as a civil matter under G.S. 160A-175 rather than a criminal infraction under G.S.

14-4, the owner or operator pays a civil penalty rather than facing a misdemeanor charge. Section 36-167.1 gives the owner fourteen days from the notice to pay the fee-schedule amount to the collections division at the city annex, 237 West Maple Avenue, and unpaid penalties draw a $50 late charge and can be pursued as a civil debt.
