Fort Collins, CO Parking Rules: Loading Zones (2026)

Two adjoining sections of the Traffic Code, both unchanged since the Code's 2003 adoption, set the rules for the City's marked loading zones. Section 1216, Standing in a passenger-loading zone, allows a vehicle to stand only for the expeditious loading or unloading of passengers in a zone that is officially marked as a passenger-loading zone, and only during hours when the regulations applicable to such loading zone are effective, capping the stop at a period not to exceed three minutes. Section 1217, Standing in freight-loading zone, uses the same officially-marked and posted-hours framework but for commercial deliveries: a vehicle may stand only for the expeditious unloading and delivery or pickup and loading of materials, and Subsection (2) sets a hard ceiling that in no case shall the standing for loading and unloading of materials exceed thirty minutes.

Neither section allows the zone to be used for ordinary parking, even briefly, if no loading or unloading is actually taking place, and both are tied to the zone's posted operating hours rather than running around the clock. A vehicle sitting in a passenger zone for four minutes or a freight zone for thirty-five minutes is out of compliance the moment it crosses the three- or thirty-minute mark, regardless of whether loading is still underway.
